Depuis le 2 janvier, le réseau Artis de la communauté urbaine d’Arras (94 059 habitants et 24 communes) a totalement transformé son architecture. Simplifié, le réseau fonctionne désormais autour de la ligne 1, de la périphérie ouest d’Arras vers Saint-Nicolas-lez-Arras, au nord de la ville, en passant par le centre, cadencée au quart d’heure, et de deux autres lignes : la 2 (de l’ouest d’Arras vers Dainville au sud-ouest, toujours en passant par le centre) et la 4 (de Dainville à Beaurains, au sud-est, en passant par Arras centre), cadencées, elles, à la demi-heure. Pour la desserte des autres communes de l’agglomération, plus rurales ou moins peuplées, sept autres lignes (3, 5, 6, 7, 8, 9 et 10) viennent compléter les trois lignes « fortes ». Comme elles, ces lignes sont pour la plupart cadencées, avec un bus toutes les 30 minutes sur la 5, par exemple, ou toutes les 35 minutes sur la 3.
L’une de ces lignes, la 6 – qui devient aussi la ligne de centre-ville – fonctionne de manière originale. Elle se termine par une boucle de transport à la demande, dénommée Flexo, qui dessert la zone d’industrielle à l’est d’Arras, en trois arrêts mais uniquement sur demande, et, pour les retours, après 18h. Autre nouveauté mise en place par le délégataire Keolis, dont le contrat a été renouvelé en janvier 2011 jusqu’en 2017, le développement du service du dimanche. La ligne 1 sera cadencée à un bus toutes les 45 minutes, soit 17 allers-retours dans la journée, et la D2 à un bus par heure, soit 12 allers-retours. En complément de ces deux lignes, le service de TAD, qui permet de desservir les communes de la première couronne depuis la gare. En semaine, le TAD est étendu pour desservir l’ensemble des communes de l’agglomération. Contractuellement, Keolis s’est engagé à augmenter le nombre de voyages de 18,2 % d’ici 2017.
